When convicted mass murderer Leon Vorgitch kills two prison guards and escapes from prison, Detectives Ed Green and Nina Cassady rush to apprehend him but not before he ruthlessly murders two more innocent people. With Vorgitch already serving seven life sentences, District Attorney Arthur Branch urges A.D.A.s Jack McCoy and Connie Rubirosa to expedite the process and push for a guilty plea, but Vorgitch doesn't bite as an extended trial only means a delay in his transfer to a maximum security prison - and more time for him to escape. McCoy is then left with little option but to ask the judge to bypass the law and authorize a death penalty case.
When a murdered elderly man is found to have been both stabbed and shot, perplexed Detectives Briscoe (Jerry Orbach) and Green (Jesse L. Martin) discover that the victim was a life insurance salesman who sold bogus policies to Holocaust victims during World War II -- a fact that could prove costly to the company now holding title to the old claims. When the dead body of Karen Hall, an investigator with the State Attorney General's Office Criminal Division, is found in a Manhattan river, Detectives Briscoe and Green find that her boss, Frank Conroy, had written off her disappearance as a random kidnapping from an Albany train station.
